



















Background
The Asian Development Bank's Gender Equality Division developed the Gender Equality in Transport Tool Kit to help transport and gender specialists in governments, private companies, and development institutions integrate gender considerations into transport projects across Asia and the Pacific. ADB engaged Dthree Digital in 2025 to turn that guidance into an interactive microsite on adb.org.
The challenge
The tool kit is dense, technical guidance: parameters, outcome indicators, gender actions, implementation modalities, monitoring, and risk. It had to become something a project team could work through, not just read. It also had to serve several audiences with different starting points, follow ADB's web standards and branding, and run on adb.org without a CMS or a backend.
Our approach
We ran the full process with ADB's team: planning, information architecture, wireframes, interface design, development, and QA. We structured the guidance as a five-step flow, with entry points for four roles, from transport project teams to gender specialists. Users select what applies to their project as they go, their choices are saved in the browser, and the tool kit exports them as a guide they can take into project work.
Around the flow, we built a filterable library of 35 case studies from the region and a library of resources, on a mobile-first interface designed within ADB's brand guidelines. The site is a lightweight web app that ADB's web team hosts directly on adb.org.
The result
The Gender Equality in Transport Tool Kit went live on adb.org in December 2025. It gives practitioners across Asia and the Pacific a working tool for building gender equality into transport projects, one step at a time.
